TM not able to log in 2

I have a TM 3.2 we just installed and it has been working fine for 2 weeks then I am having issues logging into the browser.. I get THE PAGE CANNOT BE DISPLAYED there are too many people accessing the website at this time..So I rebooted the server and all was ok. Now the problem exists again.. To my Knowledge all patches have been installed..

What operating system is the TM on, has any body done any windows updates/service packs that are not supported?

Does the web browser on the serevr work?

If it is 2003 Server you could try re-running the conig vbs on the CD in case the IIS settings have changed.

Are the people that are accessing the web server logging out before they close the page or just shutting down the browser leaving active sessions?

restart the apache tomcat service. It dies often.
