TM 3.0 - can't retrieve phones but do get job in scheduler

I have an issue where I can not retrieve phones from TM. Element manager can make a connection to the command line interface to the PBX with the same user name and password that I am trying to connect with through TM to get to the PBX; but it's not working through TM (I have 5 darn TM boxes...) I get a window, but the error says that the remote resources are not available but the passwords are correct. What's up with that?

Is the userid set up to allow OTM access? When you enter in the User ID and password in OTM you must use all CAPITAL letters. This is a known bug in OTM.
