Tivoli Workload Scheduler / Maestro problem on NT

Doe anyone know what the following means when you issue the following command on an NT box:
conman sbj jobtest

Error accessing Mozart Database [2202.73]

it means that for some reason the person who submitted the job can't access the jobs database.
usual causes are:
1. Not on the master domain manager
or
2. Permissions issue for the user running conman
