Tivoli "winstlcf" Endpoint install fails on NT 4.0 w/SP6

The SIS install and winstlcf installs of NT Endpoints were failing until I applied 3.7.1-TMF-0005, this fixed the SIS install. (The problem was that the Tivoli authenication package was not loaded.) Now when I use winstlcf to install a NT Endpoint the files are copied to the Endpoint, the lcfd service is created and started, but the "tmesrvd" user and the "Tivoli admin group" are not created, as well as the authenication package never being created.

This problem was resolved by running a dbcheck on the gateways to refresh the binaries once the TMF-0005 patch was applied.
