Tivoli man pages on AIX 5.1

What are the steps required to install Tivoli man pages on AIX 5.1:

I have...

1) installed bos.txt.tfs
2) Ran catman -w

echo $MANPATH
/usr/local/Tivoli/man/aix4-r1:/usr/share/man:/usr/man

Still no luck...any ideas ?
