Tivoli license should I buy for Windows Cluster system?

Two machines installed with MS Windows 2003 Servers are running Clustering. One Active and one standby at any time.
Each machine has 2 CPU's, so total there are 4 CPU's. Both machines are running self-developed applications with access to SQL which residues on the cluster. Both machines running applications at all time, but only one machine (the active one) is handling traffic for the business.

My query is that "shall I buy Tivoli licences for the 2 CPU's of one machine only by considering that only one is active at all time? " any idea?

license to be used: Tivoli enterprise console, Tivoli configuration manager, Tivoli monitoring.

where can I find the guideline of "how-to-buy"?

you need to buy licenses for both machines - since you need to monitor both machines. I assume - that you need to know, if the standby cluster has problems.
