Tivoli Access Manager 3.9

Hi,

I have an application that communicates to Access Manager. My application is running on WebSphere Advance Single Server Edition 4.0. My application uses the Tivoli's Java API for creating users in LDAP. There are times when I'm able to register new users, while others time it would not allow me to create a new user. Please help.
