tiny lines : Is this a Monitor or VGA problem ?

Hi all,
I bought an Asus Radeon 7000 64MB VGA card quite recently. But from a few days back Ive noticed horizontal lines with tiny vertical bars appearing on my screen. The thing is I cant figure out whether this is a Monitor issue or VGA Card.

Surprisingly the lines do not appear on top of the Monitor Controls Menu ( the brightness settings etc. ) - leaves me wondering whether this could be a VGA issue. Instead they appear occassionally, and the placing changes quite rapidly. When the windows menus open up, you could see the lines moving as if in response to the opening up of the Menu. It's like as if the lines animate according to the menus. However the lines move ( animate ) when the Monitor Controls Menu is opened up too.
So what do u guys think ? Could this be attributed to an error in the "rendering process" of the VGA card ? Or is this to do with the monitor's refresh problem ?
 
Your feeling is right. The monitor menus are generated by the monitor itself, so the menus are displaying correctly. Meaning that there's an issue with your VGA card. Does the problem happens at every screen resolution?

To make sure that this is a VGA card problem instead of a driver problem, have you updated the drivers to the latest version?

Did you buy the card recently? Enough to ask for a replacement or warranty repair?


 
Well now I'm beginning to think this has something to do with the monitor. Cos yeaterday when I switched off my PC the "DPMS Standby Mode" came on screen, which is usual. And against this displayed box were the same distracting lines appearing.

But the funny thing is these lines have not appeared when I watch a movie. And also at startup when the wallpaer loads the screen is quite clear and only when the icons com, do these lines start to appear.

But the most baffling thing is when these line ( similar to snowing on TV ) appear I try displaying the Monitor COntrols Menu. And wehn that displays you could see the lines moving as if in response to the Monitor Control Menu. If the monitor purely displays whatever signal that comes from the VGA why would such a thing happen ?

As for resolution settings, yes it does happen at all resolution settings and is much big in size with low resolutions.
 
So these lines are not fixed in position versus the screen contents? they move? Then it may have to do with the power supply of your monitor, since you still see them when the PC is off. It does the same if the PC is turned off from the master switch?

Can you find a friend or a colleague and swap the monitor to see if the problem follows the monitor.


 
This might sound really dumb but it can cause it so im asking. Is this computer hooked up to a surge protector? If it is ignore this question lol.
