Timeout parameters in custom_sysparams in CRM

We are having numerous performance problems with Sage CRM and one of the symptoms we are seeing are various timeout errors.

We have set all the timeout options in the Administration section (database query, reports query, reports build, etc.) to fairly high numbers. When looking at the custom_sysparams table, however, I see the following timeout values that I can't find a way to set in the Application. Is it okay to adjust these directly in the table, or are they just not used?

ReportsTimeOut = 5
NotifyTimeoutSeconds = 5
InsertTimeout = 30
