time zone not working correct

I have windows 7 and I live in the North East time zone. The time on Outlook are not synced. When I set the time zone to East UTC 5 Eastern time which should be for me the time is not correct it is 3 hours ahead of us on windows. When I set the time at UTC 8 Pacific time the time is correct on the workstation but my outlook shows the time 3 hours earlier. I have a feeling it is an easy fix but I haven' found it. Can you help with this?

I'm running Office 2003 so I'm not sure if this applies to your version. Go to Tools, Options, Preferences, Calendar Options, Time Zone. This is where you set your time zone for Outlook
