Time Zone collaboration between Windows and Oracle

Hello, I am getting this message when I try to run an application that communicates to an 11gR1 database, "Your time zone GMT Daylight Time could not be located in the Oracle Time Zone list. Your local date and time will be used for all changes to the database. Processes will now continue normally." I am being told this reside on the Oracle side of things, but I am not sure how to get them to play nice. The database is sitting at Central Time, US and the server that is feeding back to it is in Ireland, right at GMT zero. The application provider is telling me this is Oracle's thought and I am just trying to figure out how to fix it.
