Can someone tell me if TTL is decremented only when it has to cross a router or for every device the packet crosses? So if I have a switch but it's on the same network as the source, is the packet decremented by that swtich on it's way to the destination?

no.

A layer 3 switch counts as a router, though.

I tried to remain child-like, all I acheived was childish.
