time synchronization using a linux ntp server

We have a w2k Server and several W2k and NT clients. We use a linux machine for the internet.

I want that the Clients synchronize their time with the Linux machine.
The users dont have the right to set the time. So I can not use a freeware tool.
I did the following on the clients:
net time /setsntp:172.17.0.1 to tell them to use the linux machine.
w32tm -v -once -test to test it.
When I read the output i find the following error:
sending to server 48 bytes...
recv'ed from server 26 bytes..
ntp: didnt receive complete datagram ...

I think thats the problem?

What do you think? Any comments?

When I use a freeware tool as administrator it works fine!
