Time sync issue in CCM4.2 1

Over the last few months we've been trying to figure out what the problem is with our phone times. it seems that the call manager server is giving the phones the wrong time. I'm not positive on how the phones get their time so maybe I'm looking in the wrong place. We've got call manager running on cisco supplied servers, i think they are win2003. the servers report the correct time and are drawing their time from the domain controller which is synced to an external time server. the phones however are all about 12 minutes fast, consistently which leads me to believe they are being sent an offset but I'm not sure where to go to check this. I'm pretty new to call manager so I'd appreciate any help or pointers anyone can give me.

That was not the answer but that PDF led me to the correct answer. we've got three servers a publisher, subscriver and voicemail server. the phones were getting time from the publisher however none of them were synced correctly as they were trying to take an ntp time from a windows based PDC. changed the time source to a router via the ntp.conf file and it all updated within five minutes.
