Time Server - NTP

I am looking for a component or any direction that would help me develop a time server that would sit on a computer and allow our company to point all of our internal computers to it.

I have seen several nice freeware and shareware programs that run on a computer and access the internet for time servers. However, we have a Leitch master clock that keeps all of our internal clocks in the company in sync. I am looking for software or a way to develop software that updates the BIOS on a computer. If the BIOS is correct,
then I can use that as a server.

Any ideas?
