Time on phones doesn't reflect time in PBX

The time in the PBX is correct but on all the digital phones it's about an hour off. Other than unplugging/plugging in the phones, does anybody know how to correct this or what the root cause is? These are all standard TDM sets, no IP on an old option 11.
 
something is holding up the routine from running in the background?

log into the TTY and at the OVL prompt type WHO, see if the MIDN is stuck running?
