Time Not Syncing

I have a Windows 2003 DC. The workstations are Windows 2000.

On this past time change, the Workstations did not sync with the server. The time on the server is correct and the workstations remain 1hr behind. Both have the same settings as far as time zones.

I logged onto the workstation as a Administrator and ran net time and received the following:

Current time at \\servername is 3/10/2009 10:25pm
Local Time <GMT-04:00> at \\servername is 3/10/2009 11:25pm

The actual time zone is GMT-05:00. Again the server and workstations are all set to the correct settings.

When logged in as Admin on the workstation I can change the time,when I log in as the user the the time are correct for about 10 minutes the workstation refreshes with the server and flips back an hour.
( Still a one hour diff. between the workstation and server)

Im confused as to what the workstation is syncing to, since the setting and time on the server are correct.

some time ago, I have speent a lot of time to understand
as time sync. is deployed btween computers:
I had a DC in Windows 2003, servers AIX with samba joined
in domain, and Kerberos activated on AIX ....

What I have understood is:

- the server that sends time, does it in GMT time, without
take in consideration daylight saving time.

- this is true if the source is an Official Internet site
(time.woindows.com) or your domain controller.

Suppose your DC is Rome (GMT+1) and your workstation are over the world. The DC takes time from an Internet NTP which gives ie 9:00 (GMT).
On the desktop of the DC, clock will display
10:00 in winter, and 11:00 in summer. The DC, also in summer-time, will re-broadcast to its workstations always
9:00. A workstation in Greece (GMT+2) will show 11:00 in winter. Furthermore, daylight savingtime dates start/stop
are different from a country to another: you have to set it
on the specific client.

What, doing experiments, gives some troubleshootings is that: often clients (unix,win...) have to be rebooted
to take in consideration timezone and daylight parameters
changes, and the sync is not immediate; the NTP service
also at the cilent side, does it with itervals.
Another thing I have noted on Unix machine, is that if the
current pc time is almost different with the official time,
the mechanism does not go, and you have to manually set
it "near" the right: after it will go ok by itself.

I'll ask a dumb question.. Have you ever updated your Windows 2000 workstations with the DST fix from a couple of years ago? For Windows 2000 it was a manual process
 
Itsp, I will look into the DST Fix, Im looking for the actual patch now.

 
you may need the Time Zone Editor for Windows 2000

Sroll down until you find the link for the download. These were rolled out in 2007 to help administrators fix the "new DST" issues
