I have set the sntp servers to 0.pool.ntp.org 1.pool.ntp.org 2.pool.ntp.org. However, when checking the time with time.gov it shows that it is 7 minutes fast. Any thoughts?

Checking the time against time.gov my time is 7 minutes fast using the 0.pool.ntp.org 1.pool.ntp.org 2.pool.ntp.org time servers. What would be causing that?

0.pool.ntp.org doesnt appear to resolve correctly for me. time.gov brings up a nice java based web site with the spot on correct time. 0.pool.ntp.org bring up someones web site. Jonathan Sage.
OK, I have those ntp servers listed and it says that 2.pool.ntp.org does not resolve. But my time is still 7 minutes fast when looking at time.gov, my laptop, and my hosted IP phone time. Why is that?

I suggest just use a different time server
For me it works fine so i don't understand why it does not for you.
Did you try a reboot of the IPO?
Did you watch monitor? when it is not off that much then it does not change it.
A reboot forces a sync.
I had one once where a domain group policy kept the time from syncing to the ntp source. Had to drop down to dos and issue a time reset. Don't think a domain group policy would affect your phone though.
You should use System status to check NTP, it will show when the last sync has taken place and which NTP server it used.I always use a NTP server from the dsl provider if possible.
