Time Issue

All my servers are 10 minutes fast. I did all the registry edits and stopped and started the service and the servers are still 10 minutes fast. I cant seem to fix this stupid problem
 
Where is the PDCe holder getting time from? All servers should be getting time from the holder of the PDC emulator, which should be the only one configured to look at an external source.

If that PDCe is a virtual machine, there could be an issues there with how the host is doing time slicing.
