Time is off

My time on our windows 2003 server is off. I change it to the correct time (atomic clock time) and after a period of time it switches back
 
Is it in a domain? By default, any machine in the domain will automatically sync its time to the DC holding the PDC emulator role.

Yes it is in the domain...its actually the domain controller
 
Is it the only domain controller in the domain.

If so, you should consider adding a second one for redundancy, but that is another issue.

The domain controller running the PDC emulator FSMO role is responsible for maintaining time. Make sure that's the domain controller that is pointing to the external time source
