Time differences

We have locations across Canada. All users access Great Plains via citrix. We also have another sql application that uses the same sql server. In Great Plains, when a PO is approved (the POA40003 table), the POA Approved Time field is updated using the user's local time, instead of the time of the server.

In our other application, which is also accessed via the same citrix server and same sql server, the datetime fields are ALL updated using EST ie the timezone of the servers.

Why is Great Plains behaving like this?
 
great plains uses the users system time for time stamping. Hence the ability to change system date and back date a transaction
