Depends on the Release, but certain releases synch to the time presented with caller id. So, any new inbound call sets the time. With R8, you can disable this feature. If you have an R7, the only thing you can do is complain to your provider that they need to stop sending the time.
They can't stop sending you the time, as it's part of the BellCore spec for CID. Most of the time, they don't know that they are sending time stamps as part of the CID, or they outright deny that CID doesn't include it. Especially when dial tone is delivered via an IAD, keep working with their technicial support people to log into the IAD and set the clock and the time offset to your local time zone.
