Time as a number

Hello i have a problem.
i have a field set up as a number where users enter time.
Example
The user enters 4.5. They think they are entering 4 hours 50 minutes but it’s actually 4 1/2 hours.
Based on the way the field is set up I’d like 4.5 to mean 4.83333

4.5 converted to time is 4.83333
4+(50/60) 4.833333.

Is there a calc function someone can help me out with?
 
Why not set up two fields, one for hours and one for minutes? That's the usual convention for soliciting time values from the submitter.
