Is a Tie Trunk simply a four wire cable for carrying multiplexed analog signals? If not, what is the 'real' definition.

a tie trunk connects two pieces of equipment,typically in different locations, as opposed to a trunk which connects your equipment to the phone company.
 
Correct Bikechuck. The actual type of trunk (2 vs 4-wire, analog, disital, etc) used is irrelevant to the definition.

Probably the most common type is a T1 with 24 trunks using robbed bit E&M Wink start signalling.
