tie 2 cs1k sites

we have 2 sites and want to joint them so users of second site also can have access to send receive calls.
we do not have SIP licence have not trunk card
have PRI cards on both sites but not authorized to have another E1 from central office
can i use single E1 on both sites
distance between sites could be 4 km

You just need the E1 between the sites. If you have PRI cards then you just need the circuit between the two.
