TIA568 vs TIA57A and college dorms

Ok, here is an interesting thought:

Should a college/university dorm be wired the commercial building standard (TIA-568) in regards to outlet configurations, placements and the like, or should it be to the TIA-570A residential standard? (assume cat5e/Cat6 installation regardless).

We've been doing it to the 568 standard, but in looking into some new staff and faculty houseing (which will be for sale homes) that are to be wired 570A, the question was asked about dorms and why were they different.

Now, I do not have a copy of 570A and am not very familiar with it, so that sort of puts me at a disadvange in answering the question, so that is why I pass it on to others whom may have delt with this already and have a good solution.
