Threat-detection issues

So I have 2 ASA5520's in a active/standby configuration, for some reason the standby firewall doesn't quite sync with the running config from the active firewall. For example I exempt certain subnets from being shunned and set up the average rate burst rate settings, and those for some reason don't totally sync to the standby firewall. Next thing I know some certain servers are shunned and not all the threat-detection rules are set up right in the running config on the standby firewall.

Anyone know why this is the case, I can shutdown the standby and powerup and still it won't get the threat detection rules right totally, and it still shuns host I exempted in the active firewall.
