Threading conversations in Outlook email

If threading conversations is possible by keeping the subject line the same, why doesn't threading occur in Sent mail? Why is it only working in Inbox?

Then, why doesn't it have an option to thread all conversations with the same subject line, both Inbox and Sent, so I can see every email that was sent and received, all grouped together?
