Hello Family.
I too have the same problem: I can only initiate a conference call from Polycom SoundStation 2 configured with an analog line of the HiPath 4000 V4. The "VARCONF" setting is well activated and the WABE is set up for the "CONF" function. Despite this, "31" does not pass, neither on an analog phone, nor on a digital phone.
Did anyone succeed in helping us?

Some general settings on conference:

Make some tests with/without NOCT & NOCI param. in COT of outg/inc trunk for conference.
And in COP, param COCN.
Add in COT : NOHO - No Hold for NW Conference & XFER param.

Check: dtim2 -> gen : FLSHSUPV ---- Time for return from consultation after flashing

CHANGE-DTIM1:TYPEDH=DIGITE,VWKONFMB=<sec>;
timeout for view conference members dialog

ZAND:type=alldata -> confsub = allow external subscribers = yes

Check the WABE entry for the external access code (it is usually 0 in Europe and 9 in USA).
The problem is that sometimes CPS 22 is not enabled for this entry.
If CPS 22 is not enabled you need to enable it:
ADD-WABE:CD=0,CPS=22,DAR=TIE,CHECK=N;

Also: CHANGE-LWPAR:TYPE=CDG,BLNO=<number>,CDGTYPE=CONF,C3CONF=Y; ....... 3-party conference hold allowed from conference master.

To turn station controlled conference on:
CHA-LWPAR:TYPE=CDG,BLNO=<number>,CDGTYPE=CONF2,SCCONF=Y;
to turn station controlled conference off:
CHA-LWPAR:TYPE=CDG,BLNO=<number>,CDGTYPE=CONF2,SCCONF=N;
