Partner systems and Daylight Savings time can only be modified for start/stop date on ACS versions 6 or 7. All others would need to be upgraded to c6 or 7.

On Merlin Magix: Sys Program->System->Time->ADST->Enable and Enter->Custom. Here you will be able to set start and end dates.
