third party phone line to connect outside the network 1

CS1k our system is totally local under our building and now we got 2 new lines of our national telephones
i want to add these 2 line into system so operator can forward a calling extension to national network through those 2 lines.
although there is already one exists.
i check under element manager and found COT Trunk where a 71 is defined as dialing code if operator dials 71 it gives tone of that specific line and he can dial through console
how do i add another 2 lines.

you place them in the same RDB will must likely be members 2 and 3

OLD ROLMEN WORKING ON NORTELS AND AVAYA
 
i do see the first one was defined as TN 004 01 09 00
i added two more TN 004 01 09 01 and TN 004 01 09 02 patched those lines on pairs next to existing pair
however new lines are dialing in pulse mode old line dials in tone mode what i am missing
i added new trunk through element manager

please if you can help one more thing
right now only operator can use this feature
if we dial code from extension it gives the tone of patched third party number however when a user dials it give fast busy tone.
can i make it usable to extensions
