I have a report that owner would like to be sorted by a field contained within a group footer. Can this happen in CR X?

You need to supply more information. You can do a group sort based on inserted summaries in the group footer (report->group sort).

What is this field, a summary formula, or?

You may find that a TOP N suits you, of course this depends on your software version, try hitting F1 and search for TOP N.
