Thin Client connecting to Citrix issues

I'm new to Citrix so hopefully I can explain this clearly..

At my site we have two new Citrix MetaFrame 4.0 servers. I have the farm setup with both servers publishing their desktop. Both servers are 2003 SP1 configured identically. We have thin clients that are trying to connect to these servers. If I set the thin client to connect to server, and choose TS1 it will connect 10 times out of 10. If I choose TS2 it will connect 5 out of 10, alternating a completed connection with this error. "The Citrix MetaFram server you have selected is not accepting connections." If we choose TS1 it won't load balance with TS2 and vice versa. I can have the thin clients connect to an application, named "Citrix Servers" and that fixes the load balancing issue, but not the failed connections. Connecting to the application will repeat the 5 out of 10 connections and gives the same error.

I hope I'm making myself clear, since I'm not completely familiar with Citrix.

Are you seeing any events being generated when these error message are happening on TS2?

There are no events relating to the connections during that time period. There are the normal events, printers being mapped from other clients, but nothing from my test thin client.
 
Here is what you might try doing when you get that message.
If you are already logged into a Citrix server and you get that error message...pull up the command prompt and run a qfarm /app.

This should give you the load evaluator information for those servers.
I think that TS2 might be reporting false informaiton on the load evaulator.
Just for the heck of it...restart the IMA services on TS2 and disable logins for TS1.

Try launching as many applications as you can and see what kind of success/failure results you get.

 
Ok the qfarm /app showed that TS1 had 4800 for the App load and 2400 for the Server load. TS2 had 2400 for the App load and 1300 for the Server load. After restarting the services the loads for TS2 went to 0. I then disabled logons for TS1 and tried connecting to TS2 multiple times. I still had the same issue where it would connect and then give the error on the second try. Every other connection attempt gives the error.
 
How are you connecting to the published applicaiton?
Web Interface? Program Neighborhood or PNAgent?

 
This is where my ignorance of Citrix shines.. I'm not exactly sure what you'd consider the connection type. For the thin clients I setup a ICA connection and instead of choosing server, I choose published application. I set the IP's of the two servers and see the published application "Citrix Servers". Fat clients use the ICA client and launch a shortcut to a pre-made ICA file. As far as I know they don't have this problem.
 
What kind of Thin Clients?
What version of PS4 are you using- you know that only Enterprise version comes w/ Load Balancing out of the box, right?

On a thin client, try this: Do everything that you have been doing as far as setup. BUT in the "Server Location" field, type the IP address of only ONE of the two boxes. I would choose the data collector. Then, refresh your "application list" and see if you see your published app/desktop in the drop down...

Your boxes don't seem to be load balancing either.. Have you tried re-creating the Local Host Cache (LHC)?:
Command prompt: "dsmaint recreatelhc" <= Have to STOP the IMA service before doing this though...
