There are closed threads on this issue. I have MS Outlook 2000 and suddenly started getting this message as described in thread605-81705. My solution was to do a system restore to before the XP professional software distribution service 3.0, and everything was back to working.
I have yet to find out whether this was the actual cause but thought that this could be helpful.
