The Specified path 'http://servername/webctrl_client/' is unavalable Error on Modify / Repair

Hey all,

I have a lab that is missing the SOAP API for Transact Services.
When I attempt to run a repair or a Modify install I get this error:

The Specified path '

http://servername/webctrl_client/'

is unavailable

I have verified that the webctrl folder is in

http://wwwroot

and that the correct permissions are set for it.
I can hit the url in explorer and see the folder displayed.
When I run the 5.5 installer, I am using Admin privileges.

Any Idea on what else I can do to fix this?
