The server cannot find a primary request--ReportNet

I have Cognos working on this, but perhaps someone else has run into this:

The server cannot find a primary request with ID
hMMj9yGqMh4h888wjd899lv8MjsGCqG9wjC8GvyG.

Trace back:

WPBIBusMethod.cpp(190): WPEnginePluginException:
CCL_CAUGHT: WPBIBusMethod::run

WPWaitMethod.cpp(158): WPEnginePluginException:
CCL_THROW: WPWaitMethod::getRequest

What causes this? Cognos has been working on this error for over a week now.
