The selected package cannot be opened. FTP Step related?

On only a few packages some PC's can open the package and others can not. The error is

The selected package cannot be opened. The DTS Designer has been closed.

I am suspicious of a common step in the problematic packages. FTP steps.

I further confirmed my suspicions by making a copy of the packages w\out the FTP steps and voila everyone can open them now.

Is anybody aware of this issue? Does it have to do with local machines needing their global paths to inclued the FTP paths or something???

We had a similar issue once with DTS packages that used Analysis Services Custom Tasks. It turned out that the machines having the problem did not have the Client tools for Analysis Services installed.

My guess is that the machines unable to open these DTS packages, do not have the DLL that is used for the FTP custom task. Are you using a different version of SQL Server on these machines? Possible one that does not include the FTP task?
