The scheduler is unable to access the Tools Catalog Database.

Hi, I am newbie to DB2. I am getting this error when i try to run schedule a task.

SQL22282N The scheduler is unable to access the Tools Catalog Database. Reason code = "5" and SQLCODE "-567".

any insight on where i could start to resolve this would be appreciated.
