The remote server did not respond to a connection attempt

I have email queueing up in Exchange 2003 Sp2 and it says "The remote server did not respond to connection attempt"
1)I can recieve email
2)I have DNS forwarder set for my ISP DNS Server within DNS on this exchange server
3)NDR's are disbled
4)I can telnet on 25 to email destination of domain that is stuck in queue from my exchange server and I get service banner from destination server
5)I am not using any connectors but when I do specify a connector that uses smart host of my ISP dns server my mail is then delivered

Any ideas?
