The remote computer refused the VPN connection.

I am attempting to connect with a 98SE system to a VPN (on an XP system), but keep getting "The remote computer refused the VPN connection." I'm new to VPNs, so I'm not sure where to start. Input?

Are you running locally or remote?
If the latter, did you open port 1723 and gre protocol 47 on the router.


Did you install VPN "manually" with no other settings?

Actually, we got it to go this afternoon. VPN was not correctly installed on the server.
