the problem
The scope of this project is to provide internetworking connectivity between two remote buildings located on the same campus within 200 yards of each other. Each building is internally and separately networked. The networks were implemented four years ago, and each has a coaxial linear-bus topology supporting 10 Mbps traffic. Office A has users residing on the first and third floors of the building. Office B has users residing on the fourth and sixth floors of the building. Each office has an MDF closet on the second floor. There are approximately 150 users located at Office A and 250 users located in Office B. The campus IT manager would like a network design that provides resource sharing and WAN access to the Internet via a common Internet Service Provider. The design should include hardware and cabling requirements to support IDF and MDF closets located in both buildings. The design should include upgrading all operating systems and network operating system at the desktop. The desktops are currently running Windows 98. There are approximately 15 WindowsNT 3.51 servers and 2 Netware servers running version 3.1 NOS. The servers are located in both building. The IT manager would like all servers relocated to the MDF room in Office A.

If your manager doesn't have a clue, they should contract a professional network engineer to work out the design.
 
this sounds more like someone's homework assignment then a real scope. Or at least the way it's been written. NT 3.51?? Netware 3.1 ??? OS???? give it rest... and go do your own research before asking for someone else to do your homework.
