The Old CAT 3 Cunundrum

Recently just found out cat 3 wire is ran from pole to house. ISP hooked up Cat 5e to two wires and is promising me 12mbps internet. Didn't think this is correct and have been searching for answers. I have seen where it is said 10mbps is max data with 16hz is what cat3 can accommodate, but also if connected with both pairs of wires it can transmit up to 100mbps. Is this True? Should I request they run cat5e from house to outside pole line?
Please help, Tech will be at my house at 0900 in the morning.
