The network interface card is not getting enabled

One of the network card in Windows 2000 server OS is not getting enabled. I am getting connection failed. I logged in through the another interface and tried to enable. Pls help me. The server has SP4.
 
Need more info. Where is it failing? Is it trying to get an address via DHCP? Is there a DHCP server on that network? Should it have a static address? Does it show the cable as connected or disconnected?
