The netbackup volume manager service won't start in Netbackup 4.5

We are in a clustered environment. We failed the resources to server A. shut down server B, then shut down A. When we brought back up both media servers. We noticed the Volume manager service did not start. It is set to automatic. When you try and start it, it starts but then it stops three seconds after that.

We are using windows 2000 advanced server. we are using Netbackup 4.5 with maintenance pack 5
 
You don't mention what platform you're running, but there is a log file somewhere with the answer to your question.

Perhaps netbackup hasn't had the license key entered on the new system?

Try the Help > License Keys panel in the NetBackup Administration console on the new system. You will need to enter a license key on the new system, if you haven't already.
