The lines in the system ring in but no one is on the phone.

The issue Iam having is that say line 1 rings into the system and the light indicator comes on and rings a couple of times, but when I pick up there is no one on the line and after 4 or 5 seconds later the light indicator on the phone go off. It does not happen all the time, a couple of days it would be good, then it happens throughout the day and it goes away for awhile, it does not happen at any certain time.

Things I have done:
Called phone company and they said there side is good
Replaced cable bringing my lines from the dmark to the phone system.
Tried moving lines into to different ports to see if it follows a certain number, or a certain port.but it does not.

If someone could help I would appreciate it.
 
So, you swapped line port 1 and line port 2 on the Partner system. Where did the issue occur? Did it stay on line port 1 (meaning this is a Partner ACS port issue) or did it move to line port 2 (meaning this is a provider issue)?
 
It started with line one(port 1), but after I ran new cable to dmark for the lines, it was working good. Then after awhile it happened on line 2. I swapped line 2(port 2)with line 3(port 3) and it worked for a little bit. but it still was happening on port 2(which is line 3 now).
 
Some times the it doesn't ring, Line 2 programmable button light comes and when you pick up no ones there but you do here static on the line.
