The dreaded ORA-12541: TNS:no listener

I used the tnspring localhost command and got
Used HOSTNAME adapter to resolve the alias
Attempting to contact (DESCRIPTION=(CONNECT_DATA=(SID=*)(SERVICE_NAME=localhost)
)(ADDRESS=...........
TNS-12541: TNS:no listener

I looked for listener.ora but couldn't find it on my computer and LSNRCTL doesn't work in the bin directory of my oracle installation. should I get on to the techies about it?
