Alright something is wrong here with this. I cannot get tftpd64 to work. I cannot connect from the same subnet even though everything is open.

Here is a summary of my changes.
1.Killed firewall.
2.Killed windows defender
3.opened udp 69 (for good measure)
4.did a netstat -a to confirm port 69 was open.
***Im confused about UDP though. With netstat does it displa as listening like TCP does because none of my UDP ports show as listening. There is a snippet of the output. All TCP says Listening or established.
5.tried to do a telnet xx.xx.xx.xx 69 to confirm its working but I get a RST,ACK in wireshark.
6. Ran tftp64 as administrator.

It's gotta be something dumb...it has to be but this is driving me nuts. Yes I have to use TFTP for some work related items there is no other option at this point.

I do not have to use that particular app. I have to use that protocol. I have tried about a dozen different apps. So it has to be something with windows is my assumption.
 
Got it. There was a software conflict. I had to uninstall every tftp server and do a clean boot. then put on tftp32. Some reason it worked this time.
