You must run a TFTP server (either co-resident with your publisher CCM or on a separate server); it's required with CCM, TFTP servers up phone config files and other good stuff.
I'm pretty sure that SCCP is the default protocol for use with CCM (so you're stuck with it)...I know that you can run MGCP or H.323 gateways, don't know too much about running phones anything other than SCCP. Unity voicemail also communicates with CCM solely through SCCP.
Some phones now support SIP as an alternative to SCCP. TFTP and SCCP are like apples and oranges and can't be compared. One is a signaling protocol and the other is file transfer protocol.
