TFTP interference from another host (Windows Server , VxWorks Client)

I have intermittent TFTP behaviour.
Window Server 2019 TFTP server. VxWorks TFTP Client. I can't see any reason why "another host" is involved. Wireshark trace gives me this:

Client [TFTP Request] -> TFTP Server

Another_Server [HTTP Request : Port 8080] -> Client

Another_Server [SSH Request: Port 22] -> Client

Another_Server [ICMP Address Mask Request 17 ] -> Client

Another_Server [ICMP Timestamp Request 13 ] -> ClientC

Another_Server [NetBIOS Request] -> Client

Another_Server [Ping Echo Request] -> Client

Client [Ping Echo Response] -> Another_Server

Client [Ping Echo Request] -> Another_Server

Another Server [Bad Protocol] -> Client

Client aborts TFTP load
