TFTP Error: File Not Found after loading 46xxSettings.txt

I have a 5610SW Phone that does not seem to want to boot.

It Loads x10d01a2_9_1.bin
Gets DHCP Address
Loads 46xxupgrade.scr
Loads 46xsettings.txt
then comes up with the TFTP Error: FILE NOT FOUND.

We have many other 5610/5621/4610 phones that all work fine.

I did the RESET# and that didn't seem to make a Difference. CLEAR# does not work.

Any Suggestions?
